For instance as stated in the video if you would rather have some other piece of equipment instead of vents you can do that with this perk.
Overall its a very useful perk that offers you flexibility when adding a crew to a tank. I have no clue if other skills are affected, but the common skills such as those three are. I discovered by complete accident(this makes me look stupid I know lol) that it also helps/adds to the effect of other skills such as Repairs,Camouflage, and Firefighting. When I first selected this perk and read the description(bare in mind I probably skimmed it lol) I originally thought "Oh wow I could use this and get a similar effect as if I was using vents" Turns out this perk does more then that.
